Transportation Improvement Program (TIP) - A prioritized, intermodal list of highway, bridge and public transit projects that will be implemented in Pennsylvania urbanized areas over four federal fiscal years. A TIP must be prepared for each urbanized area over 50,000 population. In Pennsylvania there are 15 of these areas and the planning for these areas is conducted by agencies called Metropolitan Planning Organizations (MPO's). The TIP projects must be drawn from the MPO's long range plan.
