Bid Justification J-Sheet Report

Description

This screen is part of the Contract Awards subsystem and provides an analysis tool to assist PENNDOT in determining if bid justification is required. The J-Sheet report, together with the Line Item Profile report, provides part of the Bid Justification functionality and is accessed from a hyperlink on the Bid Justification checklist item.

The J-Sheet report can be accessed by users belonging to user groups involved in the concurrence process for a project, as well as users in the authorized user groups.

Fields

Field Name	State	Description
Project Header (Short)	Display Only	The short project header provides identifying information about the project.
Contract Awards Header	Display Only	The Contract Awards header is standard throughout the Contract Awards subsystem and appears on each 'major' screen. See "Tell Me About Contract Awards Header" for a description of each field.
Total Project Estimate	Display Only	This field displays the total estimate for the project. This value is calculated by summing the item totals (Quantity * Unit Price) for the design items.
Percentage Difference	Display Only	The system-calculated difference between this bid and the Total Project Estimate, expressed as a percentage.
Total Number of Bids	Display Only	The number of bids that were opened for the project.
Estimate Position	Display Only	The ranking, or position of the estimate among the top five bids.
Rank	Display Only	This column indicates the ranking of this bid within the 5 bids with the lowest total bid price. The bid ranked #1 is the 'apparent low bidder'.
Bid Amount	Display Only	The total bid price for the associated bid. This field is formatted as currency in dollars and cents.
Percentage Difference to Apparent Successful	Display Only	The percentage difference between the low bid and the second, third, fourth and fifth lowest bidders.
Level of Competition	Display Only	A score indicating the number of bids having a maximum difference of 20 percent.
Estimate/Low	Display Only	A score based on the percent difference between the estimate and the bid amount of the apparent low bid.
Overrun	Display Only	A score based on the difference between the apparent low bid and the second bid. The highest score (20) is assigned if the difference is 10% or less.
Underbidding	Display Only	A score based on the position of the apparent low bidder as compared to the estimate.
Overbidding	Display Only	A score based on the percentage difference between consecutive pairs of bids.
Total	Display Only	The weighted average score.
Bid Justification Needed	Display Only	This field indicates whether the project must go through the Bid Justification process. Note: The process itself, that is, the back-and-forth discussions, documentation, and meetings between the involved parties is outside of ECMS; although the final outcome determines whether the Bid Justification checklist item status moves from Failed to Passed.

Actions

Action	Description
? (icon)	When the user clicks this icon, they are taken to the screen's "Tell Me About" Help document, which provides a brief screen description, a definition of each field, and a definition of each 'action' (link, button, icon).
Up/Down Arrows (icon)	When the user clicks the up arrow at the top left corner of the display, they are taken to the top of the screen view. When the user clicks the down arrow at the top left corner of the display, they are taken to the bottom of the screen view. TIP: The function buttons such as BACK, EDIT, and SAVE are always located at the extreme bottom of the screen. Use the down arrow to quickly move to the buttons you need.
Back (button)	When the user clicks this button, they are returned to the previous screen in the browser history.
