DBE-MBE-WBE Goal Worksheet

<H2 class=form>Description</H2>
<BLOCKQUOTE>This screen is part of the Project Services subsystem and is used to determine the minimum participation level (MPL) for state projects or the DBE goal for federal projects. This screen calculates available participation based on the geographic area of the project as compared to DBE/MBE/WBE certified businesses within the area (data is provided by the Bureau of Equal Opportunity and is stored in the ECMS database), as well as by evaluating the work class codes associated with the specific design items in the project.<BR><BR>The main content of the report summarizes the number of contractors qualified to perform each type of work identified for the project. The number of items and the design estimate amount for items with a particular work classification code are listed, along with a count of the number of contractors qualified to perform each type of work. All design items are included in the report.<BR><BR>A sub- or prime contractor may be a DBE, MBE, and/or a WBE. If a sub- or prime contractor is qualified for more than one Work Class Code, the firm is included in the number of contractors for each qualified work class. The summary totals for the number of contractors represents the actual number of prequalified contractors that can perform the type of work for the designated Work Class Codes within the specified geographic area (in this case, the project lead county and/or counties adjacent to the lead county). <BR><BR>The DBE/MBE/WBE Goal Worksheet is accessed from the Go links on the Projects listing screen or from the Go links of most project-related screens. The goal can be entered and saved, but must be approved by an authorized PENNDOT user before the project can be submitted for QA review or advertised.

Description

This screen is part of the Project Services subsystem and is used to determine the minimum participation level (MPL) for state projects or the DBE goal for federal projects. This screen calculates available participation based on the geographic area of the project as compared to DBE/MBE/WBE certified businesses within the area (data is provided by the Bureau of Equal Opportunity and is stored in the ECMS database), as well as by evaluating the work class codes associated with the specific design items in the project.

The main content of the report summarizes the number of contractors qualified to perform each type of work identified for the project. The number of items and the design estimate amount for items with a particular work classification code are listed, along with a count of the number of contractors qualified to perform each type of work. All design items are included in the report.

A sub- or prime contractor may be a DBE, MBE, and/or a WBE.

The DBE/MBE/WBE Goal Worksheet is accessed from the Go links on the Projects listing screen or from the Go links of most project-related screens. The goal can be entered and saved, but must be approved by an authorized PENNDOT user before the project can be submitted for QA review or advertised.

Fields

Field Name
State
Description
Project Header Display Only The full project header fields are displayed as a standard throughout much of ECMS. The header displays general project information including Project number, Short project description, District number, County, Project Status, SR, Section, Municipality, Group and Admin Org Code.

The header also provides quick navigation to other screens related to the same project:

Contractors click the word "Project" to navigate to the Contractor Project page. The words "Project Team" take Contractor users to the Third Party Project Team screen.

PENNDOT, FHWA, Municipal, and Consultant users click the word "Project" to link to the Project Information or Construction Project Information screen (depending on Project Status). The words "Project Team" take these users to the Project Team screen.

The header also provides a 'fast path' to the same screen for a different project number. Users navigate by typing the destination project number in the Project field (next to the Project link) and clicking the GO button.

Design Estimate Display Only This is the total design estimate for construction as calculated by summing the design item total for each item on the Design Items list. This number is used as the basis for deriving the detail work class percentages and overall total percentages of project cost eligible for DBE/MBE/WBE Goal calculations.
Federal Participation Indicator Display Only This is an indicator specifying whether there is federal participation on the project. The valid values for this field are “Y” (Yes) and “N” (No). If the project has federal participation, only the DBE field is displayed for entry or contains a percentage. If the indicator is "No", only the MBE and WBE fields are displayed for entry or contain percentages.
MBE (report column) Display Only This is a count of Minority Business Enterprise (MBE) contractors who are prequalified to do the specified class of work and have indicated their ability to work in the geographic project area. Qualified contractors are considered to service the project area if the project location falls within the geographic area defined by the contractor’s home office county and counties geographically adjacent to their home office county. The geographic data is maintained and available within ECMS.

This column is only displayed when there is no federal participation in the project.

WBE (report column) Display Only This is a count of Women Business Enterprise (WBE) contractors who are prequalified to do the specified class of work and have indicated their ability to work in the geographic project area. Qualified contractors are considered to service the project area if the project location falls within the geographic area defined by the contractor’s home office county and counties geographically adjacent to their home office county. The geographic data is maintained and available within ECMS.

This column is only displayed when there is no federal participation on the project.

DBE (report column) Display Only This is a count of Disadvantaged Business Enterprise (DBE) contractors who are prequalified to do the specified class of work and have indicated their ability to work in the geographic project area. Qualified contractors are considered to service the project area if the project location falls within the geographic area defined by the contractor’s home office county and counties geographically adjacent to their home office county. The geographic data is maintained and available within ECMS.

This column is only displayed when there is federal participation on the project.

Work Class Description Display Only This is the text description of the work class code.
Work Class Display Only The code representing the class of work.
Nbr. of Items Display Only This is a count of the number of items that have a particular work class code. Because an item may have multiple work class codes, the total in this column may exceed the total number of items on the project.
Amount Display Only This is the sum of the item totals (Quantity of Item * Unit Price) for all items associated with the corresponding work class code.
Work Class Design Estimate Percentage Display Only This value represents the percentage of the design estimate represented by the dollar amount indicated for a particular work class code. The percentage is calculated by dividing the value in the Amount field by the Design Estimate amount.
Available DBE Contractors (or Available MBE/WBE Contractors) Display Only This is a distinct count of DBE or MBE/WBE contractors who are prequalified to do one or more classes of work identified for the project and have indicated their ability to work in the geographic project area. Since a given contractor may be qualified for more than one class of work, the actual number of contractors may be less than the sum of the number of contractors from the DBE or MBE/WBE report columns.
Available DBE Items (or Available MBE/WBE Items) Display Only The total number of item/work class codes counted. Because a single design item may be assigned multiple work class codes, this value may be greater than the total number of design items on the Design Items list.
Total (Amount) Display Only This is the sum of the individual amount totals for each work class.
Total % Display Only This is the computed percentage of the design estimate represented by the total amount for all work classes. The number is calculated by dividing the sum of the work class amounts by the Design Estimate.
MBE Percentage Editable This field is open for entry when the screen is in edit mode and there is no federal participation on the project.

This is an editable numeric field identifying the proposed minimum participation level for Minority Business Enterprises for the project. The user can enter a valid percentage from 0 to 100 (whole numbers only) in this field and save the screen.

WBE Percentage Editable This field is open for entry when the screen is in edit mode and there is no federal participation on the project.

This is an editable numeric field identifying the proposed minimum participation level for Women Business Enterprises for the project. The user can enter a valid percentage from 0 to 100 (whole numbers only) in this field and save the screen.

DBE Percentage Editable This field is open for entry when the screen is in edit mode and there is federal participation on the project.

This is an editable numeric field identifying the proposed project goal for Disadvantaged Business Enterprises for the project. The user can enter a valid percentage from 0 to 100 (whole numbers only) in this field and save the screen.

Comments Optional This field is open for entry when the screen is in Edit mode. It is a free-form text field that allows the user to record comments for the associated worksheet.
Approved By Display Only This field contains the ‘Domino Full Name’ of the user who approved the worksheet. If the worksheet has not yet been approved, this field is blank.

Note: Before the project can be submitted for QA review or advertised, the MBE/WBE or DBE percentages must be approved.

Date Approved Display Only This field contains the date and timestamp when the worksheet was approved. If the worksheet has not yet been approved, this field is blank.
