New Postings (link) |
When the user clicks this link, they are taken to a listing of postings that have been published on the ECMS website within the past two weeks. Links on this list allow the user to navigate to: published Bid Packages, published Addenda, Bid Results, and Bid Tabs. |
Notice to Contractors (link) |
When the user clicks this link, they are taken to the Notice to Contractors screen, which displays all projects scheduled to be let within the next 8 weeks. This link is visible to all users including the public. |
Unofficial Plans and Specifications (link) |
When the user clicks this link, they are taken to the Unofficial Plans and Specifications List, which displays potential projects that may come up for bid in the future as a sneak peek for potential bidders. This link is visible to all users including the public. |
Bid Packages by Let Date (link) |
When the user clicks this link they are taken to the Advertised Bid Packages by Let Date screen, which displays all advertised bid packages to be let within the next 8 weeks. This link is visible to all users including the public. |
Asphalt Price Summary (link) |
When the user clicks this link, they are taken to the Asphalt Price Index, which includes data from the last two years. This link is visible to all users including the public. |
Diesel Price Summary (link) |
When the user clicks this link, they are taken to the Diesel Prince Index, which includes data from the last two years. This link is visible to all users including the public. |
Bid Packages by Status (link) |
When the user clicks this link, they are taken to the Bid Packages by Status list, which displays links to all unpublished bid packages in the work queue. This link is only visible to authorized users in the Bureau of Design (BOD) and Federal Highway Administration (FHWA). |
Search (link) |
When the user clicks this link, they are taken to the Electronic Bidding Search screen. This link allows users to search for Bid Packages by Let Date, Notice to Contractors, or Project Letting Schedules that are in the past or more than 8 weeks in the future. If the user access these screens from the static links on the Electronic Bidding home page, the listt of notices, bid packages, or projects, is limited to the range between the current date and 8 weeks from the current date. |

Addenda by Status (link) |
When the user clicks this link, they are taken to the Addenda by Status list, which displays links to all unpublished addenda in the work queue. This link is not visible to anonymous, municipal, or contractor users. |
Bid Package Questions for Review (link) |
When the user clicks this link, they are taken to the Questions for Review list, which displays all questions (for any advertised project) that have been submitted, but for which no answer has yet been published. This link is not visible to anonymous, municipal, FHWA, or contractor users. |
Right of Way Clearance link |
When the user clicks this link, they are taken to the Right of Way Clearance report, which displays all projects by their right of way clearance level. This link is not visible to anonymous or contractor users. |

Bids to Open (link) |
When the user clicks this link, they are taken to the Bids to Open list, which displays the business partner names of bidders who have submitted bids for all projects within a given let date. This link is only visible to users in authorized user groups. |
Bid Maintenance for Project (field and button combination) |
When the user enters a project number and clicks the GO button, they are taken to the Bid Maintenance screen. This link supports the Diskette Bidding functionality by allowing authorized PENNDOT users access to the Bid Maintenance screen. On the screen, the user selects the contractor who submitted the bid file on diskette, then navigates to the bid file and clicks the SUBMIT button to submit the selected bid file on behalf of the contractor.
This field/button is only available to PENNDOT users and only for projects which have been advertised but where the let date and time has not passed. (After this cutoff time, the Diskette Bidding function can be accessed from a link on the Bids to Open screen.) |
Schedule( link) |
When the user clicks this link, they are taken to the Project Letting Schedule screen, which displays project information by let date and allows the user to approve anticipated let dates on a project-by-project basis. This link is hidden for anonymous, municipal, contractor, and FHWA users. |
Status (link) |
When the user clicks this link, they are taken to the Project Letting Status screen. This link is hidden for anonymous, municipal, contractor, and FHWA users. |
Recent Bid Results (link) |
When the user clicks this link, they are taken to the Bid Results screen for letting dates falling within the past two weeks. (The timeframe is controlled at a system level and is subject to change.) |

When the user clicks this link, the Sales Store Information is displayed. This link is visible to all users including the public. |
Bid Opening Information link |
When the user clicks this link, bid opening is displayed. This link is visible to all users including the public. |

When the user clicks this icon, the standard File Download dialog box is displayed, and the user is prompted to save the Expedite Bid software setup file to their local machine. This link is only displayed to PENNDOT users and to registered business partners. |

When the user clicks this link, they are prompted to save the file to their local machine or network and place it in their Expedite directory. |

When the user clicks this link, the File Download dialog box opens and prompts the user to open the file from the current location or to save it to disk. See "How Do I Download and Install PENNDOT Document Viewers" under the eBidding section of the Help system for detailed instructions. This link allows the user to download the "full" viewer, which will allow the display of the Bid Proposal Attachment document from a published bid package. |

When the user clicks this link, the File Download dialog box opens and prompts the user to open the file from the current location or to save it to disk. See "How Do I Download and Install PENNDOT Document Viewers" under the eBidding section of the Help system for detailed instructions.
This link allows the user to download the "mimimum" document viewer. With this viewer, the user can view TIF files available from the Attachments link of a published bid package but cannot view the Bid Proposal Attachment. |

When the user clicks this link, they are taken to the maintenance screen for the Department of General Services (DGS) Monthly Multipliers. This link is only visible to users in the authorized user groups. |
Up/Down Arrow (icon) |
When the user clicks the up arrow at the top left corner of the display, they are taken to the top of the screen view. When the user clicks the down arrow at the top left corner of the display, they are taken to the bottom of the screen view.
TIP: The function buttons such as BACK, EDIT, and SAVE are always located at the extreme bottom of the screen. Use the down arrow to quickly move to the buttons you need. |
