The Electronic Bidding System (EBS) is an ASSHTO software called Expedite that gives contractors the ability to bid in an electronic format. Expedite is distribute free by the highway agency so that contractors can utilize the full capabilities the software to minimize mistakes. The software is extremely easy to install and use; computes all extensions, section and bid totals; and simplifies your bid preparation.
Besides letting you enter unit price bids for proposal items and doing the arithmetic, Expedite checks your bid for common errors, such as failing to bid all required items or bidding more than one opposing alternate. Expedite merges electronic amendment files with bids in progress, allowing you to keep the bid prices you have entered without starting over. If you have an existing bid estimating system, Expedite will export bid item information to your estimating system, then import the bid prices back into Expedite. Expedite will print a paper bid to sign and submit with the diskette containing your electronic bid.
This document explains how to install and use Expedite. You need an IBM compatible PC running MS-DOS 3.3 or higher with at least 500K of free memory and at least one floppy drive. You also need a local printer to produce the printed bid.
