<BLOCKQUOTE>This screen is part of the Final Design and Bid Package Preparation subsystem and is used to define a broad range of aspects for a project. The data entered on this screen establishes the link between ECMS and the Multimodal Project System (MPMS), dictates the required workflow for the bid package during Electronic Bidding, determines which items are automatically added to both the Project Development and the Contract Awards checklists, and establishes interface data with systems outside of ECMS, as well as with other ECMS subsystems.<BR><BR>
<P>The Project Information screen provides part of the Design Project Setup functionality and is accessed from the "Create New Project" link on the Projects home page.<BR><BR>This screen can be accessed in create and update mode by users in the Portfolio Manager and ADE for Design user groups. Other ECMS users have read only access to the screen, except for the Design Estimate field on the Financial/Funding tab. This field is hidden from most non-project team users prior to bid opening. There is no contractor or public access to this screen.<BR><BR>The Project Information screen includes the following tabs. In the Fields table below, each field on the tab is defined under the heading for the tab, as are buttons and icons that pertain only to the specific tab. The functional buttons and links that appear at the bottom of the screen (and are common to all tabs) are described in the Actions table.<BR><BR>Local (non-ECMS) project information is not included in ECMS project information and is created using the Create New Local Project link from the Projects home page. <BR></P></BLOCKQUOTE><BR>

This screen is where the initial project header is created and where header information can be modified. </FONT>
<P><FONT face=Arial size=2>By default, the Project Header fields (except Project Manager, Project Type, Group ID, and Measurement Scale) are written to this screen when the user selects the Lead MPMS number and saves the project.</FONT></P></TD></TR>

For example, if the user selects Utility Involvement on the Project Description tab, the associated Project Development Checklist will include the appropriate utility checklist items. </FONT>

<TD width=492><FONT face=Arial size=2>This tab allows the user to access the ‘Structure Details’ screen to select a BMS ID to link to the project, or to create a ‘dummy’ BMS ID to link an S-Number and description to the project. If no S-Numbers or BMS IDs are known, the user can simply select the "Contains Structures" checkbox, and the related Project Development Checklist will include structure-related checklist items such as the TS&amp;L Approval Letter.</FONT>

<P><FONT face=Arial size=2>Throughout ECMS, the project number provides key data to relate all of the elements of the project. </FONT>
<P><FONT face=Arial size=2>When the user first accesses the Project Information screen by clicking the Create Project link on the Project home page, the Project Number field is blank. It is filled when the user designates the lead MPMS number and saves the screen. From that point, the field is display only. Even if the user selects a different MPMS number as the original lead, the project number in ECMS remains the original lead MPMS number.</FONT>
<P><FONT face=Arial size=2>When two or more ECMS projects are merged, the user must choose which project number will provide the key to the new, merged project. This designated project number is then displayed in the project header of the merged project.</FONT></P></TD></TR>

Description

This screen is part of the Final Design and Bid Package Preparation subsystem and is used to define a broad range of aspects for a project. The data entered on this screen establishes the link between ECMS and the Multimodal Project System (MPMS), dictates the required workflow for the bid package during Electronic Bidding, determines which items are automatically added to both the Project Development and the Contract Awards checklists, and establishes interface data with systems outside of ECMS, as well as with other ECMS subsystems.

The Project Information screen provides part of the Design Project Setup functionality and is accessed from the "Create New Project" link on the Projects home page.

This screen can be accessed in create and update mode by users in the Portfolio Manager and ADE for Design user groups. Other ECMS users have read only access to the screen, except for the Design Estimate field on the Financial/Funding tab. This field is hidden from most non-project team users prior to bid opening. There is no contractor or public access to this screen.

The Project Information screen includes the following tabs. In the Fields table below, each field on the tab is defined under the heading for the tab, as are buttons and icons that pertain only to the specific tab. The functional buttons and links that appear at the bottom of the screen (and are common to all tabs) are described in the Actions table.

Local (non-ECMS) project information is not included in ECMS project information and is created using the Create New Local Project link from the Projects home page.


Tab Description

Section or Tab Description
Project Header This tab allows the user to enter or select the data for the project header. The project header is standard throughout ECMS and appears on all of the project specific screens. It includes important identifiers such as the project number, short name, District, SR, and county. This screen is where the initial project header is created and where header information can be modified.

By default, the Project Header fields (except Project Manager, Project Type, Group ID, and Measurement Scale) are written to this screen when the user selects the Lead MPMS number and saves the project.

Program Data This tab allows the user to specify the lead MPMS number, add or delete the linkage between the project and an MPMS number/phase.
Project Description This tab allows the user to enter the project long description, as well as to select or enter various project characteristics, which will allow the system to create a customized version of the Project Development Checklist (formerly PS&E). For example, if the user selects Utility Involvement on the Project Description tab, the associated Project Development Checklist will include the appropriate utility checklist items.

Note: Any Project Development Checklist item can be manually added to or deleted from the checklist using the add and delete functionality on the checklist screen.

Structures This tab allows the user to access the ‘Structure Details’ screen to select a BMS ID to link to the project, or to create a ‘dummy’ BMS ID to link an S-Number and description to the project. If no S-Numbers or BMS IDs are known, the user can simply select the "Contains Structures" checkbox, and the related Project Development Checklist will include structure-related checklist items such as the TS&L Approval Letter.

Note: If the project includes any lumps sum structures, at least one row of structure data must exist, and the S-Number must be linked to the item on the Item Details screen.

Roadways This tab allows users to add roadway information using the data entry row in combination with the Add button. The data on this tab is passed to the CE/EA (Categorical Exclusion) Expert System.

Note: Failing to enter Roadway data on this tab has no effect on system processing in ECMS.

Financial/Funding This tab allows the user to enter descriptive information about the project funding. This includes the ability to select the state type of work and the federal project status. The federal project status selected on this tab controls the workflow required for the bid package and the contract award concurrence processes. This tab also displays the estimated design total (sum of design items on the project, excluding any A+Bx items).
Consultant Agreements This screen displays the ECMS consultant agreements/parts associated with the project and allows the user to access the function to create a linkage between an ECMS consultant agreement/part and the project. This linkage is informational only and has no effect on system processing.

Project Number

The unique number that identifies the project throughout ECMS. This is usually the same as the MPMS number designated as the lead when the project was initially saved in ECMS.

Throughout ECMS, the project number provides key data to relate all of the elements of the project.

When the user first accesses the Project Information screen by clicking the Create Project link on the Project home page, the Project Number field is blank. It is filled when the user designates the lead MPMS number and saves the screen. From that point, the field is display only. Even if the user selects a different MPMS number as the original lead, the project number in ECMS remains the original lead MPMS number.

When two or more ECMS projects are merged, the user must choose which project number will provide the key to the new, merged project. This designated project number is then displayed in the project header of the merged project.

Project Manager
Editable - Required
By default, the user name of the person who initiates the project in ECMS is populated to this field. The user can choose another project manager by clicking the selection arrow to the right of the field, removing their name from the selection box and selecting the user name of the person they wish to assign.

When the Project Header fields are displayed on any other ECMS screens, this field cannot be changed but provides a link to the Project Team screen, where authorized users can assign a new project manager and make other modifications to the project team.

Short Description
Editable – Required
This field allows the user to enter the project short description, for example, “Dauphin Bypass”.

Note: This field is automatically filled with the Project Definition from MPMS when the lead MPMS number is selected, but it can be changed by the user.

District
Display Only
The PENNDOT Engineering District associated with the lead MPMS number.

Note: This field is automatically filled with the District from MPMS when the lead MPMS number is selected, but it can be changed by the user.

SR
Display Only
The State Route associated with the project as identified by the lead MPMS number. This field cannot be edited.
Project Status
Display Only
The status of the project within ECMS. The project status reflects the project lifecycle. Certain functions and screens are only available based on the Project Status. Valid values are listed here, along with the corresponding CMS2 status from the old system. If no corresponding CMS2 status exists, the milestone is enclosed in parentheses. This Project Status field cannot be directly edited.

The section associated with the project as identified by the lead MPMS number. This field cannot be directly edited.
Municipality

This field is editable; however, it is automatically populated with the municipality, borough, or township associated with the lead MPMS number when the project is saved if a primary municipality has been designated in MPMS. (Initially, the system displays the municipality code when the lead MPMS number is designated, but the code is translated to text when the project is saved.)

The user can modify this field after the project has been saved by clicking the selection arrow to the right of the field and selecting the Municipality from the pop-up screen. The list of municipalities available for selection is based on the County.

Group ID
Editable – Optional
This field allows the user to enter a group identifier for projects with multiple SRs/Sections. Districts can devise their own group ID naming conventions. Many districts use a type of work abbreviation and a numeric representing the county. For example, PAV01001 may be a group identifier for multiple paving jobs (PAV) in county 1 (01).

This field accepts an alphanumeric value up to 30 characters in length.

Project Type
Editable – Required
This field requires the user to choose the project type from a drop-down list. Valid options include Standard, Municipal, Emergency, Emergency Partial ECMS, Local Partial ECMS, and Service Purchase.
Admin Org Code
Editable - Required
This field is editable; however, it is automatically populated with the Admin Org cod (District+County within District) associated with the lead MPMS number when the project is saved.

The user can modify this field after the project has been saved by selecting a new code from the drop-down list.

The Administrative Organization code is composed of four digits; the first two represent the District; the third and fourth digit represent the county within the District (represented without leading zeros). For example, 0810 is the code for County 1 (10) in District 8-0 (08); 0850 is County 5 in District 8-0, and so on.

IMPORTANT: Security for certain functions, for example, the ability to enable or stop payments on a contract, is controlled by matching the user's organization code to the Admin Org code on the project. For example, only the District Fiscal Officer for District 8-0 can stop payments for contracts administered by District 8-0.

MPMS Number (embedded table)

This column of the embedded MPMS Numbers table shows the MPMS number(s) that is linked to the project. The associated data from MPMS is displayed across the row.

The user can add MPMS numbers by entering the MPMS Number and selecting the Phase in the data entry fields below the embedded table, then clicking the Add button. When the user adds the row, the system validates the MPMS number/phase in MPMS.

The user selects the lead MPMS number by clicking the radio button in the row corresponding to the desired lead MPMS number. The lead MPMS number populates the Project Header fields Project Number, District, SR, Section, Org Code, and Municipality.

Note: An MPMS number can be the ‘lead’ on one, and only one ECMS project. However, the same number can be used on multiple projects, so long as it is designated as the lead on only one.

The user enters the MPMS number and selects the Phase, then clicks the Add button to add the entered data to the embedded MPMS Numbers table. When the row is added, the system automatically validates the MPMS number/phase and pulls over the remaining MPMS information.

When the user selects this button, the corresponding MPMS number is designated as the lead, and the Project Header information (including the project number) is populated based on information pulled from MPMS. When the project is initially saved, the lead MPMS number becomes the ECMS Project Number and is used to uniquely identify the project throughout ECMS. Note that even if the lead MPMS number is subsequently changed, the ECMS number does not change.

When the user clicks this button, the MPMS Number and Phase fields are validated in MPMS and added to the embedded MPMS Numbers table, along with the related data (e.g., Project Definition, SR) from MPMS.

By default, this field contains suggested standard text for the project's long description. Blank lines are included for the user to enter the information specific to their project. The blank lines must be deleted and the new information typed in their place.
MPMS Project Type

This field contains the MPMS Project Improvement type, which is read from MPMS based on the lead MPMS number.
Activity Status
Editable – Required
This field is initially filled with the activity status of the MPMS project associated with the lead MPMS number. The user can select a different status from the drop-down list: Valid values are:
  • Active
  • Inactive
  • On Hold
  • Closed

Note: This is not the ECMS Project Status and has no effect on ECMS processing.
408 Version
Editable – Required
This field allows the user to select the version of Publication 408 from a drop-down list.
Prequalification Required
Checkbox
When checked, indicates that bidders must have a Prequalification Status of Qualified. If this indicator is equal to Yes, the system will prevent any contractor whose status is not Qualified from submitting a bid for the project.

When this indicator is equal to No, the system automatically includes certain checklist items (e.g., Prequalification Waiver Approval Letter) on the Project Development Checklist when the user generates or appends the checklist. Additionally, the system will accept bids from registered ECMS business partners who are not prequalified.

Maintenance Agreements Required
Checkbox
When checked, indicates that the project requires maintenance agreements. If this indicator is equal to Yes, the Project Development Checklist automatically includes maintenance/contribution agreement items when the user creates or appends the checklist.
Hazardous Waste Handling
Checkbox
When checked, indicates the project involves hazardous waste. If this indicator is equal to Yes, the Health and Safety Plan and the Waste Management Plan checklist items are automatically added to the Project Development Checklist when the user generates or appends the checklist.
Utility Involvement

When checked, indicates a utility or utilities are involved in the project.
Railway Involvement

When checked, indicates a railway or railways are involved in the project. If this indicator is equal to Yes, the following checklist items are automatically added to the Project Development Checklist when the user generates or appends the checklist:

When the Federal Project Status is "Federal Oversight" and/or the Project Complexity is Moderately Complex or Most Complex, this field is automatically selected and cannot be changed except as noted below.

When in Edit mode, this field is only open for editing by users within the Contract Management Division Chief user group.

This field is not open for entry in Edit mode for users who do not have the user group BOD CMD Chief in their user profiles. However, no other fields are open for entry for users within the Contract Management Division user group unless they are also assigned to the corresponding Project Team.

Project Complexity
Editable – Required
This field is used to indicate the complexity of the project. The following selections are available:
  • Moderately Complex – Automatically flagged for review but may be changed
  • Most Complex – Automatically flagged for review but may be changed
  • Non-Complex – Not automatically flagged for review but may be manually flagged
Approximate number of acres of earth disturbance
Editable – Optional
This field allows the user to enter an approximate number of acres of earth that will be disturbed by the project.

BMS ID
Display Only
This field displays the Bridge Management System (BMS) ID and provides a hyperlink to the Structure Detail screen for the related BMS ID.

Note: The BMS ID may be a ‘dummy’ ID created on the Structure Detail screen.

S-Number
Display Only
The drawing number, or S-Number, for the related BMS ID. One BMS ID may be related to multiple S-Numbers.
Description
Display Only
The description of the structure. The description is initially read from BMS if a valid BMS ID exists. If not, the user may enter a description for the ‘dummy’ BMS ID on the Structure Detail screen. After its first display or creation, the description is stored in the ECMS database.
Over Water (Navigable Waterway)
Display Only
This field indicates whether the structure in the corresponding row is over a navigable waterway. If checked, the US Coast Guard Navigational Permit and the US Coast Guard Permit Coordination checklist items are automatically added to the Project Development Checklist. The user selects this value on the Structure Detail screen.

Delete (from Structures table)

When the user selects one or more BMS IDs (by clicking in the Delete checkbox) and clicks the Save button, they are asked to confirm the deletion. If they confirm, the BMS ID is deleted.
Add (to Structures table)
Button
When the user clicks this button, they are taken to the Structure Detail screen in ‘create’ mode. The Structure Detail screen allows them to select a BMS ID or enter a dummy BMS ID to relate to this ECMS project. The user can also enter the S-Number and the structure description.
Contains Structures
Checkbox
If any BMS IDs exist in the embedded Structures table, this checkbox is set to Yes and is protected. However, the user can select this checkbox without entering any BMS IDs.

When this indicator is equal to Yes, the following checklist items are automatically added to the Project Development Checklist when the checklist is generated or appended:

  • Agreement for Utility Installation on Structures
  • Standards for Bridge Clearance, Channel Improvement and Bridge Rehabilitation Projects

Note: This tab contains an embedded table with a data entry row directly beneath it. The embedded table rows are not directly editable. To add a new row, the user enters the information in the data entry rows at the bottom of the tab, then clicks the Add button. To delete a row from the embedded table, the user selects the row by clicking in the Delete checkbox, then clicks the Save button at the bottom of the screen. Rows cannot be updated. Instead, the user must delete the row, then re-enter the data and add the row.
County

This field allows the user to select the county associated with the roadway. Counties appear in alphabetical order.
SR

The State Route associated with the roadway.
Section

The Section associated with the roadway.
Local Name

This checkbox allows the user to indicate whether this is an enhancement project. This indicator is informational only and has no effect on system processing.
Local or Private Funding
Checkbox
When checked, indicates local or private funding will pay for a portion of the project. If this indicator is equal to Yes, the Reimbursement/Contribution Agreement checklist item is automatically added to the Project Development Checklist when the user generates or appends the checklist.
Railroad Insurance
Checkbox
When checked, indicates railroad insurance is required for the project. If this indicator is equal to Yes, the system prevents the contract from being executed if no Railroad Insurance Address item exists (in 'passed' status) on the Contract Awards Checklist.
State Type of Work
Drop-Down– Required
This field allows the user to select the state type of work for the project. Initially, this field is blank, but must contain a valid value before the user can save the Project Information screen.
Federal Project Status
Drop-Down- Required
This field allows the user to select the Federal Project Status for the project. Initially, this field is blank, but must contain a valid value before the user can save the Project Information screen. Valid values are:
  • PENNDOT Oversight (NHS)
  • PENNDOT Oversight (non-NHS)
  • Federal Oversight
  • Non-Federal (100% State)

Note: The value in this field affects numerous downstream processes and edits, use care when modifying this field.
A+Bx
Checkbox
When checked, indicates the apparent low bid for the project will be determined based on the Bid Amount and a time factor. The time factor is assigned an item number, a quantity (in days), and a dollar figure. When calculating the total design estimate, determining the low bidder, and assessing the bidder's qualifications, the need for bid justification, and the change in the bidder's capacity; the system excludes the value of any A+Bx items.
Lane Rental
Checkbox
When checked, indicates lane rental will be used as an innovative bidding technique. This indicator is informational only and has no effect on system processing.
Design Build
Checkbox
When checked, indicates design build will be used as an innovative bidding technique. This indicator is informational only and has no effect on system processing.
Warranty
Checkbox
When checked, indicates warranty will be used as an innovative bidding technique. If this indicator is checked, the Warranty Date must be prior to the current date when the project is Finalized (i.e., the project cannot be finalized before the warranty date).
Incentive/
Disincentive
Checkbox
When checked, indicates incentive/disincentive will be used as an innovative bidding technique. This indicator is informational only and has no effect on system processing.
RULD
Checkbox
When checked, indicates RULD (Road Users Liquidated Damages) will be used as an innovative bidding technique. This indicator is informational only and has no effect on system processing.

When checked, indicates OCIP will be used as an innovative bidding technique. This indicator is informational only and has no effect on system processing.

The ECMS Agreement number (from the Consultant Agreement subsystem) associated with the project. The embedded table fields are not enterable. The user selects the appropriate ECMS agreements by clicking the ADD button on this tab, entering search criteria on the pop-up selection window, and selecting one or more agreements.

The part or work order number associated with the consultant agreement.
Prime Consultant

The prime consultant for the part or work order.

When the user clicks this button, they are taken to the Add ECMS Agreements screen where they can search by agreement number or prime consultant to select an ECMS agreement/part to link to the project.


Actions

Action Description
? (icon) When the user clicks this icon, they are taken to the screen’s “Tell Me About” Help document, which provides a brief screen description, a definition of each field, and a definition of each ‘action’ (link, button, icon).
Up/Down Arrows (icon) When the user clicks the up arrow at the top left corner of the display, they are taken to the top of the screen view. When the user clicks the down arrow at the top left corner of the display, they are taken to the bottom of the screen view.

TIP: The function buttons such as BACK, EDIT, and SAVE are always located at the extreme bottom of the screen. Use the down arrow to quickly move to the buttons you need.

Go Links (drop-down list) When the user selects an entry from the Go links and clicks the Go button, they are taken to the destination screen. The entries for Go links screens are in the Code and Reference table Go/Add Links.
Go (button) When the user selects an entry from the Go links and clicks the Go button, they are taken to the destination screen.
Back (button) When the user clicks this button, they are returned to the previous screen in the browser history.
Edit (button) When the user clicks this button, the screen switches to edit mode. The button is only displayed when the user has edit authority and only when the screen is in read mode.
Save (button) When the user clicks this button, any changes to the screen are saved to the database, and a message is displayed informing the user that the save was successful. When the user clicks OK on the message box, control remains on this screen.

Note: If any Delete checkboxes are selected on any tab, the corresponding data will be deleted.

Del Proj (button) When the user clicks this button, a message is displayed asking the user to confirm that they want to delete the entire project. If the user clicks OK on the message, the project and all its related data is physically deleted from the database, and the user is returned to the Project home page.

This button is only available to users in the user groups ADE for Design and Portfolio Manager who are associated with the District (via Admin Org Code).

This button is only available when the project is in Design status.

Create Checklist (button) When the user clicks this button, a message is displayed asking the user to confirm that they want to create the Project Development Checklist. If the user clicks OK on the message box, the screen is saved, and the user is taken to the Project Development Checklist screen. The checklist is customized based on the data the user entered on this screen.

This button is only displayed when the screen is in Edit mode, after the project has been initially saved, and before the Project Development Checklist has been created. After the initial creation of the checklist, the button label changes to ‘Append Checklist’. The function of the Append Checklist button is described below.

Append Checklist (button) When the user clicks this button, a message is displayed asking the user to confirm that they want to append the checklist. If the user clicks OK on the message box, the screen is saved, and the Create/Append Checklist program is called. The program reads the Project-related tables and adds checklist items (if they do not already exist) based on the updated information.

This button is only displayed in edit mode when the project is in Design or Review Bid Package status.

Clone (button) When the user clicks this button, a message is displayed asking them to confirm that they want to clone the project. If the user clicks OK on the message, a pop-up window is displayed and prompts the user to enter an MPMS number and choose an MPMS phase. The Clone program will use the entered information to establish the lead MPMS number (and thus the ECMS project number) for the new project.

The Clone Project program then makes an exact copy of all project information, including: Funding Information, Design Items, Project Development Checklist, and Project Team*.

*Note: By default, the Design Project Manager is changed to the user who performs the clone function. However, since the Project Team controls, in part, the security for ECMS screens and functions. It is critical that you review the Project Team for the new project as soon as possible.

After cloning the project, both projects should be manually reviewed to ensure that the correct information is stored with the correct project. For example, the user may need to remove items and quantities from one of the project’s related Design Items Lists to accurately represent the work items that will be completed under the project. See "How Do I Clone (Copy) Project" under the Project Information category of the Help system for a detailed description of the necessary review.

This button is only displayed for users in the user groups Portfolio Manager and ADE for Design.

Merge (button) The user enters a project number in the text entry field next to this button then clicks the button to merge the entered project and the displayed project. A selection window is displayed to allow the user to choose which of the two projects they wish to 'survive' the merge.

This button is only displayed for users in the user groups Portfolio Manager and ADE for Design.
