Project Number |

The unique number that identifies the project throughout ECMS. This is usually the same as the MPMS number designated as the lead when the project was initially saved in ECMS.
Throughout ECMS, the project number provides key data to relate all of the elements of the project.
When the user first accesses the Project Information screen by clicking the Create Project link on the Project home page, the Project Number field is blank. It is filled when the user designates the lead MPMS number and saves the screen. From that point, the field is display only. Even if the user selects a different MPMS number as the original lead, the project number in ECMS remains the original lead MPMS number.
When two or more ECMS projects are merged, the user must choose which project number will provide the key to the new, merged project. This designated project number is then displayed in the project header of the merged project. |
Project Manager |

By default, the user name of the person who initiates the project in ECMS is populated to this field. The user can choose another project manager by clicking the selection arrow to the right of the field, removing their name from the selection box and selecting the user name of the person they wish to assign.
When the Project Header fields are displayed on any other ECMS screens, this field cannot be changed but provides a link to the Project Team screen, where authorized users can assign a new project manager and make other modifications to the project team. |

This Project Status field cannot be directly edited.

Municipality |

This field is editable; however, it is automatically populated with the municipality, borough, or township associated with the lead MPMS number when the project is saved if a primary municipality has been designated in MPMS. (Initially, the system displays the municipality code when the lead MPMS number is designated, but the code is translated to text when the project is saved.)
The user can modify this field after the project has been saved by clicking the selection arrow to the right of the field and selecting the Municipality from the pop-up screen. The list of municipalities available for selection is based on the County. |
Group ID |

This field allows the user to enter a group identifier for projects with multiple SRs/Sections. Districts can devise their own group ID naming conventions. Many districts use a type of work abbreviation and a numeric representing the county. For example, PAV01001 may be a group identifier for multiple paving jobs (PAV) in county 1 (01).
This field accepts an alphanumeric value up to 30 characters in length. |

This field requires the user to choose the project type from a drop-down list. Valid options include Standard, Municipal, Emergency, Emergency Partial ECMS, Local Partial ECMS, and Service Purchase. |
Admin Org Code |

This field is editable; however, it is automatically populated with the Admin Org cod (District+County within District) associated with the lead MPMS number when the project is saved.
The user can modify this field after the project has been saved by selecting a new code from the drop-down list.
The Administrative Organization code is composed of four digits; the first two represent the District; the third and fourth digit represent the county within the District (represented without leading zeros). For example, 0810 is the code for County 1 (10) in District 8-0 (08); 0850 is County 5 in District 8-0, and so on.
IMPORTANT: Security for certain functions, for example, the ability to enable or stop payments on a contract, is controlled by matching the user's organization code to the Admin Org code on the project. For example, only the District Fiscal Officer for District 8-0 can stop payments for contracts administered by District 8-0. |

MPMS Number (embedded table) |

This column of the embedded MPMS Numbers table shows the MPMS number(s) that is linked to the project. The associated data from MPMS is displayed across the row.
The user can add MPMS numbers by entering the MPMS Number and selecting the Phase in the data entry fields below the embedded table, then clicking the Add button. When the user adds the row, the system validates the MPMS number/phase in MPMS.
The user selects the lead MPMS number by clicking the radio button in the row corresponding to the desired lead MPMS number. The lead MPMS number populates the Project Header fields Project Number, District, SR, Section, Org Code, and Municipality.
Note: An MPMS number can be the ‘lead’ on one, and only one ECMS project. However, the same number can be used on multiple projects, so long as it is designated as the lead on only one. |

When this indicator is equal to No, the system automatically includes certain checklist items (e.g., Prequalification Waiver Approval Letter) on the Project Development Checklist when the user generates or appends the checklist. Additionally, the system will accept bids from registered ECMS business partners who are not prequalified. |

This field is not open for entry in Edit mode for users who do not have the user group BOD CMD Chief in their user profiles. However, no other fields are open for entry for users within the Contract Management Division user group unless they are also assigned to the corresponding Project Team. |
