Bid Results

Description

This list is implemented as two slightly different screens. The first, Bid Results, is part of the eBidding subsystem and displays the bid results for the given let date in the reading order established for that let date; this version contains multiple projects for one let date. The second version of this screen, the All Bidders List, is part of the Contract Awards subsystem and displays the current ranking for a single project. It is accessed when the user selects All Bidders from the Go links of the Contract Awards screen.

On the Bid Results screen, bid results are grouped by project number and ordered from lowest (ranked 1) to highest bid amount. The Bid Results list can be accessed from the eBidding home page. Clicking the Recent Bid Results link shows the results of all lettings from the past two weeks. The user can also select search criteria to tailor the list of results by using the Search function from the eBidding home page. If the user searches by let date, the results are displayed for each project within the specified let date and are ordered by District, County and State Route. If the user searches by project number, only results for the selected project are displayed. Bid Results statuses are Apparent, Verified, Awarded, and Rejected (with a reject reason, for example, "Submitted with Errors").

All users can view Bid Results, including the anonymous public. This screen also provides a link to the Bid Tabs, which is available based on the user's security and the status of the bid.

The Bid Results screen is automatically accessed when the user clicks the Open Bids button on the Bids to Open screen and the Open Bids program is successfully launched. In this case, the screen is filtered to show bid results only for the Project Number/Bid Package that is passed to the screen. Additionally, when accessed this way, the Bid Results screen automatically refreshes the display every few seconds until the bid results have been returned. (Note that when the Bid Opener is initially taken to this screen, the status will display as 'No Bids Received' until the screen refreshes itself with the bid results for the project.)

Note: If the bid was submitted by a joint venture, each partner is listed. If the bid was rejected due to errors, a brief message is displayed next to the business partner name, but the bidder is not ranked.

Fields

Field Name	State	Description
Let Date	Protected	This field displays the project Let Date, which is the actual date the bids were opened. When the screen is accessed as the All Bidders List (that is, for a specific project), this field is hidden.
Project Number	Protected	This field displays the unique PENNDOT ECMS Project Number for each project for which results are listed. The results are listed by reading order within each let date.
Awarded	Protected	If the contract for the project was awarded, this field displays the date of the award.
District	Protected	The District in which the work will be done.
County	Protected	The County in which the work will be done.
Bid Package	Protected	The Bid Package Number (version). This value is usually '1', but may be higher if the bid package was previously advertised but no bids were received, the bids were rejected, or the award was cancelled.
SR	Protected	The State Route associated with the project.
Section	Protected	The Section associated with the project.
Group ID	Protected	The group identifier.
Project Type	Protected	This field displays a text description of the Project Type. Valid project types are: "Standard", "Emergency", "Service Purchase", "Local Partial ECMS", "Municipal", and "Emergency Partial ECMS".
Short Desc	Protected	The short description of the project.
Rank	Protected	This field displays the ranking of the bids in relation to all other bids opened for the project and includes a brief description for rejected and withdrawn bids. An 'R' in this field indicates the bid was rejected; a 'W' indicates it was withdrawn after the bid opening, and additional text shows whether the withdrawal occurred before the let date/time or afterward.
Contractor Name	Protected	This field displays the name of the registered business partner who is bidding as the prime contractor. When the All Bidders List is displayed, this field provides a hyperlink to the Contract Awards screen for the bidder. If the bid was submitted by a Joint Venture, the primary joint venture partner appears on the same line as the ranking, with the remaining joint venture partners shown beneath them, with no ranking. Bid Amount	Protected	This field displays the total price of the bid, including the value of any special bid items (A+Bx).
Contract Amount	Protected	This field displays the bid price, excluding any special bidding items.
Status	Protected	This field displays the status of the bid's ranking as Apparent, Verified, Awarded or Rejected. See the table below for a description of bid error statuses.

Bid Error Statuses

When the Open Bids program is run, it decrypts and reads the bid file and performs a series of checks. The table below shows the checks that are done and the errors that may result in a status of "Rejected - Bid File Submitted with Errors".

Actions

 

Action	Description
? (icon)	When the user clicks this icon, they are taken to the screen's "Tell Me About" Help document, which provides a brief screen description, a definition of each field, and a definition of each 'action' (link, button, icon).
Up/Down Arrows (icon)	When the user clicks the up arrow at the top left corner of the display, they are taken to the top of the screen view. When the user clicks the down arrow at the top left corner of the display, they are taken to the bottom of the screen view. TIP: The function buttons such as BACK, EDIT, and SAVE are always located at the extreme bottom of the screen. Use the down arrow to quickly move to the buttons you need.
Bid Tabs (link)	When the user clicks this link, they are taken to the Bid Tabs report for the specified project. Prior to contract award, this link is only available to PENNDOT users. After the contract has been awarded, the link is publicly available. For projects where all bids were rejected due to bid errors (that is, before the bids were opened or the project entered the contract awards process), the link is hidden for all users.
Business Partner Name (link)	When the user clicks this link, they are taken to the Contract Awards screen for the selected bidder; this link is only available when the screen is accessed as the "All Bidders List".
Click the BACK button	When the user clicks this button, they are returned to the previous document located in the browser's history.
