Open your browser software and access the ECMS Welcome page. |
The ECMS Welcome page is displayed with the navigation bar on the left.
Note: If you are processing an addendum, navigate to the Design Items screen by selecting the screen name from the Add links and clicking the ADD button on the Addendum screen. |
Using the Registered Users Login fields at the top of the navigation bar, enter your user ID and password. Click GO or tap the Enter key. |
The ECMS Welcome page appears. Your user name now appears at the top of the navigation bar, and the navigation bar options are tailored to your security group(s). |
From the navigation bar, select the Project Services option. |
The Project Services options available to your user group are displayed. |
Select the Project Home Page option. |
The Projects home page is displayed. |
Enter search criteria in one or more of the search fields and click the SEARCH FOR PROJECTS button. |
The Projects list is displayed and include the project for which you entered search criteria. |
Select Design Items from the ‘Select Destination Screen’ drop-down list. |
The entry you selected appears in the field. |
Click the Project Number hyperlink. |
The Design Items screen is displayed. |
Use the down arrow at the upper left of the display to jump to the bottom of the screen. |
The lower portion of the screen is displayed. |
Click the Item Number hyperlink for the item for which you want to add details. |
The Item Details screen is displayed. The following fields are populated from the Master Items List and cannot be edited:
- Unit of Measure
- Asphalt Indicator
- Diesel Indicator
- Stored Materials
- Description
- Work Class

If desired, modify the Modified Description. |
The text you entered appears in the field. |
The quantity and unit price are displayed. |
The Item Total (Quantity * Unit Price) is calculated and displayed. If this is an A+Bx item, the item total is not included in the Total Design Estimate. |
If applicable, select the Predetermined Price indicator. |
An ‘X’ appears in the checkbox.
Note: This checkbox may be protected (either with or without ‘X’) based on the unit of measure. When the unit of measure is PDA, Dollar, or Day, this checkbox is selected and cannot be changed. For these items, the unit price is displayed to all users. |
If applicable, enter a the percentage of the item that could be considered maintenance in the %Maintenance field. |
The value you entered appears in the field. This field accepts a valid percentage between 0.00 and 100.00.
Note: The system calculates a dollar value based on this percentage for each item and compares it to the total project estimate. If the cumulative percentage of non-maintenance is 15% or more of the total estimate, the system requires that a Sate Wage item is included in the Project Development Checklist before the project can be advertised. |
Associate the item with a new or existing fund code by entering data in the data entry row below the embedded Associated Funding table. If you enter new fund code information, the system automatically creates a skeleton record for the funding when you save the item detail. |
The data you enter appears in the data entry fields as follows:
- Select an existing fund code from the drop-down list or enter a new fund code.
- Enter the quantity of the item you want to associate with the fund code.
Note: Every design item (with the exception of alternate items and A+Bx items) must be assigned to at least one fund code. With the exception of EITHER items, an item can be assigned to more than one fund code by assigning a portion of the quantity to each fund code. When you assign funding to the as-designed (EITHER) group, the system automatically assigns the same fund code to all of the AND items that are part of the group.
The Execute Rules program checks to ensure that the total quantity is assigned before allowing the project to move forward. For EITHER items, Execute Rules ensures that all of the quantity is assigned to one and only one fund code, and that all the associated AND items are also assigned to the same fund code. |
When you have completed the associated funding data entry, click the ADD ROW button. |
The funding row you entered is added to the embedded Associated Funding table.
Note: If you chose an existing fund code, the Federal Participation indicator is filled based on whether an FPN is associated with the fund code. If this is a new fund code, you can enter the remaining data for the fund code on the Fund Description screen. |
Click the SAVE or SAVE & EXIT button. |
The item detail, including the funding associated if applicable, is saved to the database. A ‘please wait’ message is displayed while this processing occurs. When the processing is complete, a message is displayed informing you the save was successful. |
Click OK on the message box. |
The message box closes. If you clicked the SAVE button, the Item Details screen is re-displayed with the updated information. You can use the PREV or NEXT button to stay on the Item Details screen with the previous or next item in the Design Items list.
If you clicked SAVE&EXIT, you are returned to the Design Items screen. Click the REFRESH button on that screen to display the details you added. |
