Description

Local Project Information is part of the Project Services subsystem and is used to view a Local project's information. The view function can be accessed by all PennDOT users from the results of a Local Project search or by entering a local project number in the Project Number field in the header of a screen and clicking on GO. District Portfolio Manager and Design ADE users can edit or delete local project information for projects with organization codes matching their own.

Local projects are a separate group of projects, included in ECMS so that they can be included in reporting. However, the information retained about them and the functionality surrounding them is very different from ECMS projects (which includes the 'Local Partial ECMS' project type). The method for searching for a local project differs from that used to search for another type of project. Local project information is displayed in its own Local Project Information screen.

The View Local Project Information function is part of the Project Services functionality and can be accessed by PennDOT users only. There is no contractor or public access to this information.

The functional buttons and links that appear at the bottom of the screen (and are common to all tabs) are described in the Actions table.

Fields

Field Name
State
Description
Project Number
Header Field
The unique number that identifies the local project throughout ECMS. This is usually the same as the MPMS number designated when the project was initially saved in ECMS.

Throughout ECMS, the project number provides key data to relate all of the elements of the project.

When the user first creates the Local Project Information by clicking the Create Local Project link on the Project home page, the Project Number field is filled when the user designates the MPMS number. From that point, the field is display only until the project information is saved.

When Local Project Information is retrieved and displayed in this screen, another local project number can be entered into this field and, by clicking on the GO button to the right of the field, the new local project's information will be displayed. However, this number is the key identifying field for local projects, and therefore, cannot be changed.

IMPORTANT: The ability to edit local project information is controlled by matching the user's organization code to the Admin Org code on the project. For example, only the District Portfolio Manager for District 8-0 can only edit local projects assigned to District 8-0. This restriction does not pertain to the BOD CMD user.

District
Editable – Required
The PENNDOT Engineering District associated with the lead MPMS number.

Note: This field is automatically filled with the District from MPMS when the MPMS number is entered, but it can be changed by the user.

Also, in order to edit local project information, the Portfolio Manager or Design ADE must have organization codes identical to the organization code on the project. Changing the district may render it uneditable. Upon saving this kind of change, a warning message is displayed.

County (embedded table)
Editable – Required
Related county as specified in MPMS for the associated MPMS number.

Note: This field is automatically filled with the County from MPMS when the MPMS number is entered, but it can be changed by the user.

SR
Editable
The State Route associated with the project as identified by the lead MPMS number. This field can be edited.

Note: This field is automatically filled with the SR from MPMS when the MPMS number is entered, but it can be changed by the user.

Short Description
Editable – Required
This field allows the user to enter the project short description, for example, “Dauphin Bypass”.

Note: This field is automatically filled with the Project Definition from MPMS when the MPMS number is entered, but it can be changed by the user.

Estimated Let Date
Editable
This field allows the user to enter the anticipated let date for the local project. An icon on the right displays a pop-up calendar for the user to choose a date via point and click.

Note: This field is automatically filled with the Estimated Let Date from MPMS when the MPMS number is entered, but it can be changed by the user.

Estimated Bid Amount
Editable
The field allows the user to enter an estimated bid amount for the local project.
Note: This field is automatically filled with the Estimated Bid Amount from MPMS when the MPMS number is entered, but it can be changed by the user.
Actual Let Date
Editable
This field allows the user to enter the actual let date for the local project. An icon on the right displays a pop-up calendar for the user to choose a date via point and click.

Note: This field is automatically filled with the Actual Let Date from MPMS when the MPMS number is entered, but it can be changed by the user.

Actual Bid Amount
Editable
The field allows the user to enter an actual bid amount for the local project.
Prime BPID
Display Only
This field displays the Business Partner ID number corresponding to the BP chosen in the Prime Name field. If no Prime is chosen, this field is blank. If a prime contractor who is not registered is keyed into the Prime Name field, this field is again left blank. This field is display only and cannot be edited directly.
Prime Name
Editable
This field allows the user to designate the prime contractor for the local project. A drop-down list of all registered BP's who can do business as contractors is provided. However, as it is likely that a non-registered contractor is prime on a local project, the user can key in the BP's name. In this case, the BPID field above is left blank.
MPMS Information
Display Only
The original MPMS information is displayed at the bottom of the local information screen. The editable fields may be reset to these values using the Reset button. This information is display only and cannot be edited by any user.
