Description

As of Release 17 of ECMS, newly created Categorical Exclusion Evaluation checklist items can only be updated by the interface between ECMS and the Categorical Exclusion/Environmental Assessment Expert System (CEES). The update occurs when an ECMS batch process runs after the CEE document is approved in CEES. The following information is copied to the checklist item from CEES: Level, Item(s), Approval Date, FHWA Approval Date (Level 2 only), and Approver. In the Comments field, the update process inserts text stating the update was done automatically by the interface, along with the date and time of the update; a link to the environmental document in CEES is provided as well. When a CEE document is archived in the CE/EA system, the interface updates the Project Development Checklist item with the new link for the archived document. These automatically updates to the CEE checklist item may occur at any time during the ECMS project lifecycle.

Step-by-Step Directions (Manual Update)

User Action Result
If desired, enter a user-defined title for the checklist item in the Title field. This title will appear on the main Project Development Checklist screen separated from the standard title by a dash. For example, "Coordination Meetings - User Defined Title".
Under the Environmental Clearances category of the Project Development Checklist, click the "Categorical Exclusion Evaluation - CEE" hyperlink. The checklist detail screen appears.
Select the CEE Level from the drop-down list. The entry you selected appears in the field. Valid values are:
  • Level 1A
  • Level 1B
  • Level 2
Enter the item numbers from the CEE in the Item Numbers field. The item numbers you entered appear in the field.
If applicable, enter the Approved by FHWA date in mm/dd/yyyy format, or select the date using the Calendar/clock icon. The date you entered or selected appears in the field.

Note: This field is required when the CEE Level is 2.

Enter the approval date in mm/dd/yyyy format, or select the date using the Calendar/clock icon. The date you entered or selected appears in the field.
Enter the name of the approver in the Approved By field. The name you entered appears in the field.
If desired, enter text in the Comments field. The text you entered appears in the field.
If desired, attach an EDMS document to the checklist item by clicking the SEL EDMS button. See "How Do I Attach an EDMS Document" for details.
By default, the "Include in Bid Package" indicator is set to No and cannot be edited. This is a noncontractual checklist item.
If the checklist item is complete, choose 'Yes' from the Completed radio button group. The selected radio button appears with a darkened center.

Note: This indicator has no effect on system processing. However, checklist items that are marked as completed appear with the 'completed' checkmark icon on the Project Development Checklist screen. Execute rules flags an error for each checklist item that is not marked as complete when the bid package is submitted or published.

When you are finished entering date, click the SAVE & EXIT button to save the checklist item and return to the Project Development Checklist screen. The checklist item is saved, and the Project Development Checklist screen is displayed.
