This function is part of the Consultant Services subsystem and is used to create a Project Specific Price Proposal for an Agreement. The Create Price Proposal function provides part of the Price Proposal functionality and is initially accessed from the Technical Proposal Search Results screen.
<p><br />For the Create Price Proposal link to display on the Technical Proposal Search Results screen, the Price Proposal due date must be equal to or greater than the current date, the Technical Proposal must be submitted and the Department Estimate must be submitted. After the Price Proposal is created, the Proposal can be accessed from the Price Proposal Search Results screen by clicking the EDIT icon beside the agreement.<br /><br />If the agreement has subcontractors, the subcontractor's Price Proposal must be submitted to the Prime before the Prime can submit the Price Proposal to the Department.<br /><br />The Price Proposal can be accessed in create, edit and read modes by authorized users. Authorized PENNDOT users cannot see the Price Proposal until the Prime submits it to the Department. Once the Business Partner submits the Price Proposal, they no longer have editing capabilities, but can view the Details of the Price Proposal by clicking the DETAILS icon beside the agreement on the Price Proposal Search Results screen. Authorized PENNDOT users can make editing changes after the Prime submits the Price Proposal to the Department. Once the Legal Agreement is in draft status, authorized PENNDOT and Business Partner users can view the Details of the Price Proposal by clicking the DETAILS icon beside the agreement on the Price Proposal Search Results screen.</p>

Description

Step-by-Step Directions

User Action Result
Login to ECMS as an authorized user. The ECMS Homepage is displayed.
Select the Consultant Services option from the navigation bar. A list of options appears below Consultant Services. The list is tailored to your security profile.

Cost Factors Tab

Click YES A message is displayed indicating the Price Proposal was submitted successfully.
Click OK The ECMS Price Proposals Search Screen is displayed.
Prime submitting to Department:
After all applicable tabs have been created and all subcontractor's Price Proposals have been submitted, go to the Price Proposal Summary screen and click SUBMIT TO DEPARTMENT. A message is displayed asking if you are sure you want to submit this Price Proposal to PENNDOT.
Click YES A message is displayed indicating the Price Proposal was submitted to PENNDOT.
Click OK The ECMS Price Proposals Search Screen is displayed.
