General Information

Summary:
This is a two (2) day course (11.5 hours) intended for an audience of PennDOT employees and consultants, at all levels of engineers, designers, and project managers, who will use the Design Manual-Part 1C and are responsible for advancing projects through the Transportation Project Development Process.

Learning Outcomes:
Upon completion of the course, participants will be able to:
• Review, describe and explain the procedures, activities and coordination required to complete the Preliminary Engineering (PE) phase of project development.
o The Scoping Process
o Project Complexity classification
o Minor Projects Design Procedures for Consultant Designed Projects (DM-1X, App. AB)
o Stewardship and Oversight Agreement (DM-1X, App. C)
o Bicycle and Pedestrian Checklist (DM-1X App. S)
o Project Purpose and Need Statement
o Alternatives Analysis
o Traffic Considerations
o Line, Grade and Typical Section need, development and approval
o Design Field View need, development and approval
o Safety Review Procedures (DM-1X App. O)
o Design Exception Request need, development and approval (DM-1X App. P)
o Design Value Engineering Review Procedures (DM-1X App. R)

• Review, describe and explain the procedures, activities, and coordination required to complete the Final Design phase of project development

Attendees are to bring a hard-copy of the following to the training session:DESIGN MANUAL Part 1C, Transportation Engineering Procedures Pub 10C - November 2015.DESIGN MANUAL Part 1X, Appendices to Design Manuals 1,1A,1B,and 1C,Publication 10X – November 2015.
