General Information

Summary:
It is the Department’s policy to establish a Temporary Traffic Control Safety Training Program (TTCSTP) to improve safety of both workers and the traveling public while maintaining mobility within Pennsylvania’s work zones. With a multitude of agencies and organizations involved with Temporary Traffic Control (TTC) throughout the Commonwealth, it is critical that a comprehensive training program be established to ensure a safe, efficient, and consistent work zone environment for workers and the traveling public. This program will include a basic training course called: Work Zone – Temporary Traffic Control Safety – Field Personnel.
This course is designed to provide personnel involved with the installation, modification, and removal of temporary traffic control devices with the fundamental skills and knowledge to safely perform their job in any type of work zone.

Learning Outcomes:
Upon successful completion of this course, participants shall be able to:
- Demonstrate awareness of trends in safety and risks within the work zone
- Demonstrate awareness of work zone publications, manuals, and guidelines
- Demonstrate knowledge of the required safety attire when present in a work zone
- Demonstrate basic knowledge of the typical traffic control devices utilized in a work zone and typical applications of each device
- Demonstrate basic knowledge of each type of work zone operation (i.e. short-term stationary operation, long-term stationary operation, and mobile operation) and work zone component parts (i.e. Advance Warning Area, Transition Area, Activity Area, and Termination Area)
- Demonstrate knowledge of potential high-risk areas or conditions for a multitude of common work zone activities
- Demonstrate knowledge of proper procedures and potential mitigation strategies to increase worker safety for a multitude of common work zone activities
- Apply proper procedures and techniques to safely install temporary traffic control devices for stationary and mobile operations on both conventional highways and freeways
