General Information

Summary:
This is the first course in a two-part series on highway stormwater design and permitting. This course offers a comprehensive review of stormwater management concepts and design practices for PennDOT highway projects. Key topics include stormwater hydrology and calculations; post-construction stormwater management (PCSM) design steps; commonly used stormwater control measures (SCMs); soils and infiltration SCMs; managed release concept; and PCSM Plan preparation. PennDOT-specific standards, PA DEP guidelines, and regulatory requirements are highlighted throughout the course.

Learning Outcomes:
1. Analyze the effects of land cover and alterations, soils, and rainfall characteristics on stormwater runoff quality and quantity.
2. Define the role of soils in selecting SCM types and identify soil and infiltration testing requirements.
3. Establish the stormwater design parameters for projects of various sizes and determine the effects of receiving surface water characteristics.
4. Perform pre- and post- construction runoff quality and quantity calculations.
5. Select and size SCMs to manage runoff.
6. Utilize the Managed Release Concept for areas that limit or prohibit the use of infiltration SCMs.
7. Identify the required information and correct format of a PCSM Plan.

Teaching Method:
Instructor Led

Prerequisites:
Recommended that attendees have at least two years of experience in either stormwater management design, drainage systems design, or hydrology and hydraulics.

Target Audience:
PennDOT and design consultant designers and engineers who are responsible for stormwater management design on PennDOT projects. The course is suitable for personnel with two or more years of previous stormwater design experience.
