General Information

Summary:	This course is designed to benefit right-of-way negotiators by providing them with the tools needed to prepare and present an offer for a property. This includes the background of the appraisal process in Pennsylvania and an overview of the laws, policies and procedures that guide the Department in acquiring and managing real property for the construction and maintenance of transportation projects.
Learning Outcomes:	1. Define important appraisal terms. 2. Provide examples of best practices and ethical strategies for negotiations. 3. Explain the major steps in the negotiation process flow. 4. Describe the skills needed for explaining offers.
Teaching Method:	Instructor Lead
Prerequisites:	None
Target Audience:	Department negotiating staff (specifically PennDOT Real Estate Technicians, Real Estate Specialists, and Chief Negotiators/Right of Way Administrators), and acquisition consultants.

Special Materials:	Students need to bring Pen/Pencils to class
