General Information

Summary:
This 1.5 day advanced course is a presentation of Section 404 of the Federal Clean Water Act and Chapter 105 of the Pennsylvania Code. The course will focus on the permitting programs of both regulations, in relation to PennDOT design activities. The material includes the background of the regulations, explanations of terminology and various permit types, applicability, and preparation of related permit applications. It also covers the evolving nature of the regulations, with a focus on current and upcoming changes. Representatives of the US Army Corps of Engineers and the PA Department of Environmental Protection will be in attendance to address current issues and answer questions.

Learning Outcomes:
-Thoroughly understand the terminology and all aspects of Section 404 and Chapter 105.
-Determine appropriate permitting and authorization vehicles.
-Apply recent changes to the Section 404 and Chapter 105 programs to PennDOT design activities.
-Apply requirements from the Department of Environmental Protection and the U.S. Army Corps of Engineers for a completed permit application.
-Interpret new USACE mitigation guidelines.
-Implement threatened and endangered species compliance issues.

Target Audience:
Environmental and Permitting Staff.
Staff that work with wetland issues.
