General Information

Summary:
This course will provide an over view of the steps to be followed in the event of a spill or release of an environmentally regulated substance at a PennDOT maintenance, stockpile, or other facility. The course works in coordination with PennDOT's Combined Facility Response Plan (CFRP) generally and as specific to a given facility. The course familiarizes and reminds on repetition how to follow the CFRP in executing a safe and timely spill response for PennDOT defined small and large spills. The course familiarizes: where the pertinent spill response provisions are located in a CFRP; proper communication within the PennDOT chain-of-command and external, for example a spill response contractor; where spill response tools and materials and the like are located in a facility; safety practices related to spill response; and documentation and reporting requirements, internal and external.

Learning Outcomes:
- Be familiar with the spill response procedures in a PennDOT CFRP
- How to distinguish small and large spills and make response decisions accordingly
- Where spill response tools and materials should be located at a typical and personnel home facility
- The order and precedent of communication within and external to PennDOT
- External contacts and resources for spill control and cleanup
- Spill documentation, reporting and lessons learned development and retention
