Summary: | This course should be taken with the NHI - 134077 Contract Administation Core Curriculum Training which takes place on 6/4/2019 - 6/5/2019. The PennDOT Contract Administration Core Curriculum Course is being offered as part of the PS&E/Bid Package Policies and Preparation Professional Development Series. PennDOT transportation construction projects use federal and/or state funding to improve the PennDOT network. Federal regulations require implementation as stated in the PennDOT Stewardship and Oversight Agreement. State procurement requirements apply for state funded projects. The applications of both the federal and state requirements are specified in the PennDOT Publication 408, and Special Provisions. This one-day instructor led training course explains the implementation of the federal and state requirements for Prequalification, Reciprocal Limitations Act, Steel Products Procurement Act, Buy America and others. Additionally, the course will provide presentation on the Bid Opening, Award and Execution of Contract Process. The course will also instruct on the Variation in Estimated Quantities.

Learning Outcomes: | Upon completion of the course, participants will be able to: • Present selected Commonwealth procurement contract administration requirements associated with the federal requirements. • Identify selected specific Commonwealth contract administration requirements for construction. • Explain the requirements of Prequalification for construction projects. • Describe the construction projects’ bid award and contract execution requirements, at a high level.

Target Audience: | This Course provides instruction on the application of selected federal and state regulations in the PennDOT transportation construction Bid Packages. The course is designed for PennDOT personnel who must read, interpret and apply state regulations that affect the administration of federal-aid and state-aid contracts. Specifically, the target audience is: District, Consultant and Central Office Design Project Managers, Designers, Portfolio Managers, District Contract Management staff, and Central Office Contract Management staff.
