General Information

Summary:
Class will provide students an opportunity to actually complete 3 appraisal assignments using the various PennDOT Appraisal Forms. Using the same subject property, students are given a set of highway plans and SOW showing 3 different takings from the same property, with varying degrees of effect. Scenarios will be:
1st Scenario - Total Acquisition
2nd Scenario - Partial Taking
3rd Scenario - Will acquire more of the property and have a more serious effect on the remainder causing more severe damages to the remainder, requiring a Before and After appraisal.
Each Case Study Scenario will provide the students a variety of Market Data including several Land Sales, several Improved Property Sales and several properties that are under lease. Each student will consider the groups of data and select the three best from each group to be included and analyzed in their appraisal reports.

Learning Outcomes:
After completion of the PennDOT Appraisal Forms Training Course, the participant will:
1. Demonstrate competency in the completion of PennDOT pre-approved appraisal forms;
2. Recognize state and federal regulations applicable to appraisal activities for federal-aid transportation projects;
3. Recognize the applicability and appropriate use of the various PennDOT appraisal forms;
4. Recognize the relationship between the various PennDOT appraisal forms and specific appraisal problems and situations;
5. Recognize the relationship between the FHWA-approved PennDOT Right-of-Way Manual and the Uniform Standards of Professional Appraisal Practice (USPAP) as it relates to appraisal activities for federal-aid transportation projects;
6. Recognize the applicability and appropriate use of the Appraisal Waiver process and the state and federal regulations applicable to its use.

Teaching Method:
Computer Based - Instructor Led

Target Audience:
This class is intended for any person who is engaged in performing appraisal assignments for PennDOT or Local Public Agencies under oversight by PennDOT.
