Description:
Lesson 9 - Compliance Management Program - covers the core components of PennDOT's Compliance Management Program (CMP), including: the Consent Agreement between PennDOT and EPA; the Stormwater Self-Audit Program; and the Compliance Response Policy (for addressing deficiencies found during construction stormwater inspections).

This is the ninth in a series of lessons in the training module for Construction Stormwater Inspections (CSI) that PennDOT performs as part of its Compliance Management Program (CMP). It is mandatory for construction inspectors who perform visual site inspections of erosion and sediment pollution control measures on projects that require coverage under a National Pollutant Discharge Elimination System (NPDES) Permit for Discharges of Stormwater Associated with Construction Activities.

Course Type Objectives Upon successful completion of this course, the learner will be able to:
- Describe the genesis of the EPA Consent Agreement and the requirements outlined in it.
- Identify the types, frequencies, and responsibilities of inspections in PennDOT's Stormwater Self-Audit Program.
- Distinguish between the different categories of E&S deficiencies.
- Understand the timeframes to correct problems and remedies for a contractor's failure to address deficiencies in a timely manner.
