General Information
Summary:
This course provides an overview of Section 4(f) of the USDOT Act of 1966 and includes recent regulatory changes and topics discussed in the updated Publication 349, the Section 4(f) Handbook such as de minimis use, the Net Benefit Programmatic, and water trails.
The course is designed to provide attendees with an understanding of when Section 4(f) applies to a project, how it may affect design considerations, and how that can affect both the costs and schedule of a project.
Learning Outcomes:
Following this course the participants will be able to:
• Identify Section 4(f) properties
• Determine if a Section 4(f) property is
used
• Recognize the different types of use
• Understand levels of documentation and
the effort required for approval
processing

Target Audience:
PennDOT project managers and design engineers who are responsible for the design, permitting, and scoping of projects. The course is suitable for entry-level personnel and is a valuable refresher course for other more experienced project managers. Project managers will gain valuable background on Section 4(f) requirements and how those requirements can affect a project’s design, schedule, and costs.
