Summary: | Publication 281 provides guidance to PennDOT District offices and consultants on the procedures for evaluating potential waste sites associated with transportation improvements. This refresher course will provide an overview of the entire Department manual, but will focus on recent updates and amendments to the Publication. Recent amendments include waste management reporting and records retention requirements, environmental due diligence procedures, compliance with Pennsylvania's Clean Fill procedures, materials sampling and chemical analysis selection, waste management plan preparation, and special provisions use. Personnel performing and/or managing consultants that perform these environmental services should be familiar with the Publication’s procedures. Personnel involved with right-of-way acquisition, project design and construction, and maintenance activities, where waste handling is required, should also be familiar with this document.

Learning Outcomes: | A)Understand the purpose and overall procedures of the Publication 281 Waste Site Evaluation process, its relationship with governing laws and regulations, the applicability of EDD, and its relationship with NEPA and Design, Construction, and Maintenance processes. B)Identify the roles and responsibilities of the District and Central office staff, and outside consultants within the waste site evaluation process defined in Publication 281. C)Recognize and understand the applicability and appropriate waste screening, sampling, and analytical characterization methodologies; recommendations; and post-construction efforts to protect the environment and minimize environmental liability. D)Recognize and apply the changes in the recently updated Publication 281.
