Summary: | This workshop provides an opportunity for PennDOT, FHWA, resource agency and consultant representatives with project experience/working knowledge of the Endangered Species Act (ESA) to view brief presentations and participate in panel discussions related to current best practices for completion of ESA Consultation, listed species changes, programmatic improvements and best approaches to difficult consultations. Topics include: Timing of consultation vs. level of detail of project design; when is it prudent to assume presence of a species; FHWA policy on completion of Final Design level detail when necessary; understanding the effects of an action (timing, magnitude, proximity, duration on listed species; specific species life history details and listing updates; how to manage final design changes and when to re-initiate; and understanding, planning and implementing Terms and Conditions of Biological Opinions. This is NOT introductory training on the Endangered Species Act or preparation of Biological Assessments.
