Summary: | Since the enactment of PA 75 C.S. §4902 and 67 Pa Code §189; PennDOT created policy to standardize processes of the administration, operations, and enforcement regarding weight restrictions on highways. This training course provides the purpose of Publication 23 , Chapter 15 (Weight Restrictions on Highways) and an overview of fundamentals needed to conduct Engineering and Traffic Studies for weight restrictions due to structure deficiencies, complete an Excess Maintenance Agreement, conduct inspections, issue operating permits, maintaining bond levels, roadway condition surveys and capture all related costs for invoicing the heavy hauler.

Learning Outcomes: | Upon completion of the course, participants will be able to: • Identify the correct permit for the USER of the Excess Maintenance Agreement • Recognize the methodology for recovering actual costs; • Conduct E&T studies /documentation for future litigation; • Explain how each inspection/ roadway condition survey relates to documentation and enforcement of necessary infrastructure repairs • Describe how standardized documentation supports the cost recovery effort
