General Information

Summary:
The intent of this Traffic Signal and Highway-Rail Grade Crossing workshop is to provide an understanding of the elements of traffic signal timing and phase sequencing that are critical for proper design of railroad preemption of traffic signals interconnected with highway-rail grade crossing warning systems. The course will include a detailed discussion of railroad crossing warning devices with particular emphasis on the latest MUTCD and AREMA standards, references and recommended practices. There have been significant developments in preemption operation design in the past 15 years.

Learning Outcomes:
The course will also include a breakdown of the time requirements for preemption as well as several case study examples of properly designed preemption operations. The course will conclude with information regarding recently issued FRA Safety Advisory 2010-02 and Technical Bulletin S-12-01 as well as a discussion of emerging technology to enhance the monitoring and inspection of preemption operation. Upon completion of the course, participants will:
 Understand the basic operation of highway traffic-signals and railroad warning devices as they relate to preemption
 Understand the definitions of terms, guidelines, standards, and recommended practices relating to preemption and interconnection as presented by:
• The Manual on Uniform Traffic Control Devices (MUTCD)
• The American Railway Engineering and Maintenance-of-Way Association (AREMA)
• Institute of Transportation Engineers (ITE)
 Understand the responsibilities of public agency personnel and railroad personnel in the proper design and operation of the preemption system
 Understand the components of maximum preemption time
 Understand the need for enhanced interconnection, such as gate-down circuit or serial data interconnect
 Recall case studies of preemption related accidents
 Understand the importance of proper design for all aspects of the preemption operation
