General Information

Summary:
This course provides a general awareness of the US DOT HAZMAT (hazardous materials) and Transportation Security Training (Manifest Training). The primary goal is to provide personnel responsible for the review, completion and signature of waste manifests with the information necessary to complete the form or identify whether the manifest is completed properly.
This course uses US DOT training materials.

Learning Outcomes:
Upon successful completion of this training, a participant will be able to:
• Recognize hazardous material (HAZMAT) transportation safety and security mandates that affect PennDOT employees involved in shipping or receiving hazardous materials.
• Explain the difference between hazardous wastes, hazardous materials, and materials of trade.
• Identify the HAZMAT Regulations related to materials shipping and transportation
• Recognize the requirements of Transportation Security requirements
• Comply with training and testing requirements in 49 CFR (Initial training/testing at least every 3 years)
• Provide the personnel assigned to review or complete waste manifests with the information necessary to complete the form or identify whether the manifest is properly completed for signature
• Reference and identify the RCRA Hazardous Waste Regulations.
• Identify when hazardous waste manifests are required
• Explain the differences in marking/placarding of hazardous materials as required by U.S. DOT Chart 17 (49 CFR, Part 172)
• Identify and reference the Hazardous Materials Table as related to materials shipping

Prerequisites:
None

Target Audience:
All Department personnel who oversee the shipment of RCRA (hazardous/residual) wastes for offsite treatment/disposal and sign the waste disposal manifest on behalf of the Department.
