Description:
Lesson 2 - E&S Regulatory Requirements - provides an overview of regulatory requirements for stormwater discharges at construction sites. The roles of visual site inspections for both quality control and regulatory compliance are also explained.

This is the second in a series of lessons in the training module for Construction Stormwater Inspections (CSI) that PennDOT performs as part of its Compliance Management Program (CMP). It is mandatory for construction inspectors who perform visual site inspections of erosion and sediment pollution control measures on projects that require coverage under a National Pollutant Discharge Elimination System (NPDES) Permit for Discharges of Stormwater Associated with Construction Activities.

Course Type Objectives Upon successful completion of this course, the learner will be able to:
- Have familiarity with 25 Pa Code Chapter 102 regulations and requirements.
- Identify inspection-related requirements of NPDES permits.
- Understand the differences between Quality Control and Regulatory Compliance inspections.

Important Information:
In order to receive credit for completion of the lesson, the participant must successfully answer one or more questions at the end of the lesson and (for consultants) follow instructions to submit their results to PennDOT.
