General Information

Summary:
This course:
-addresses the new Project Delivery Process that fully integrates transportation planning with the project development/delivery processes;
-discusses the early stages of the transportation planning process including Long Range Transportation Plan development, TIP development, and the environmental clearance (NEPA) process and how they are tied together;
-addresses the importance of asset management in the planning process and discusses how information collected or developed during planning should be documented to support later stages of the process and reduce redundancy;
-addresses the roles and responsibilities of the District & Central Office staff as it relates to communicating with and supporting the planning community during the development of LRTPs & TIP, and how their early efforts can facilitate later stages of the process;
-discusses preliminary engineering as well as the final design, construction & maintenance phases of project development and delivery.

Learning Outcomes:
At the conclusion of the course, participants will be able to:
1.Identify the partners involved in the project development/delivery process and describe their roles
2.Discuss the importance of local planning and how land use planning impacts current and future transportation improvements
3.Describe how asset management planning influences development of the TIP
4.Describe how Pre-TIP information should be used in NEPA Process
5.Explain the importance of fiscal constraint and how flexible design & smart growth principles lead to cost-effective designs

Target Audience:
This course is designed for PennDOT Central Office and District Staff involved in project development and delivery including design, environmental, maintenance, and planning and programming staff as well as Project Managers. The target audience also includes Planning Partner (MPO/RPO, County and Local/Municipal Planning) staff involved in the transportation project development process.
