General Information

Summary:
Effective specifications are a necessary component of a Plans, Specifications and Estimate package for the transportation construction projects in the ECMS. The Principles of Writing PennDOT Specific Specifications Webinar provides instruction on the basics of the requirements of writing specifications to be in accordance with the PennDOT Publication 408, Specifications. Different forms of specifications will be discussed, as well as the attributes of successful specifications. Writing Special Provisions to revise either the Publication 408 or to develop a new section of the Publication 408 will be presented, at a high level.

Learning Outcomes:
1. Provide the basics of writing PennDOT construction specifications.
2. Explain the attributes of effective specifications.
3. Present writing Special Provisions to revise Publication 408, at a high level.
4. Present writing 4-point format Special Provisions for non-Publication 408 topics, at a high level.

Prerequisites:
Some experience with preparing the Plans, Specification & Estimate Package is beneficial, though not required. The Bid (PS&E) Package Preparation and Policies Courses-Basic and Intermediate are recommended, though not required.

Target Audience:
District, Central Office and Consultant Design Project Managers, Designers, Portfolio Managers, District Contract Management staff and Central Office Contract Management staff.

Special Materials:
