General Information

Summary:
This Mandatory District Outdoor Advertising and Right-of-Way Encroachment training is intended for OAD managers, District County Maintenance (County Managers and Assistants, Sign Foreman if possible) Municipal Services, Community Relations Coordinators (CRCs),R/W Administrators, Operations Unit (Maintenance) and optionally, Traffic Engineers, Assistant District Executives (ADEs) for Design and Maintenance. Because FHWA identified deficiencies in the Department's control of outdoor advertising (OAD) and encroachments during an Independent Oversight Program (IOP) review 2017-2018, PennDOT developed a coordinated Action Plan to address these deficiencies, which resulted in changes to Department policy and
procedures. The purpose of the training is to review current and new standards and operating procedure for outdoor advertising policies outside the right-of-way and encroachments inside the right-of-way.

Learning Outcomes:
1. Gain applied knowledge in updated publications, enhancements to the Highway Beautification Management System and open discussion about sample case studies.
2. Establish coordination between maintenance forces, Outdoor Advertising Managers and supporting staff to provide effective control
