Learning Outcomes: | Upon completion of the course, participants will be able to: 1. Describe the process required to program on the Statewide Transportation Improvement Program (STIP) and Twelve Year Program (TYP) a local project that will use state and/or federal funding. 2. Identify available funding sources and possibilities for local matches. 3. Describe the various administration options for delivering a local project. 4. Describe the process for selecting and managing consultants, how to prepare and execute various agreements, and the use of PennDOT’s various electronic systems (ECMS, RAS, etc.). 5. Describe the project management process, including reimbursement agreement requirements, and who are the key players involved in managing projects. 6. Demonstrate an understanding of the required Project Development Procedures, including environmental clearance, right-of-way and utility clearance procedures, and describe the difference between state and/or federally funded project procedures. 7. Describe what is required to advertise, bid and let a project. 8. Use Publication 740 as a resource for developing and delivering local projects that use state and/or federal funding.
