General Information

Summary:
This is a blended training course that features both two hours of independent study and two, four-hour facilitated Web conferences.
Life-cycle cost analysis (LCCA) is an evaluation technique used to consider certain transportation investment decisions. This course presents the basic terminology, concepts and processes involved in LCCA, and deterministic and probablilistic life-cycle cost analysis. Factors to consider in the calculation of user costs are discussed, including operating conditions, traffic effects, and cost components. Course also covers the role of probability and simulation as it is applied to LCCA. Course provides an understanding of risk, how to quantify it and mitigate its effects; and includes discussion of data preparation, central tendency, variability, Monte Carlo Simulation, and other statistical tools.

Learning Outcomes:
Upon completion of the course, participants will be able to:
• Describe when to apply LCCA
• Explain the difference between initial and life-cycle cost
• Name the "five steps" of LCCA
• List the "four inputs" of an LCCA model
• Name three types of user costs
• Describe two methods used to accommodate uncertainty in LCCA

Teaching Method:
The course is composed of two live Web conference presentations and a Web-based independent study. Between the two Web conference sessions the participant will complete the Web-based independent study module.

Prerequisites:
The Fundamentals of LCCA course assumes proficiency in basic math skills: addition, subtraction, multiplication, division and fractions.
In addition to registering for this course in PennDOT's training system, you must ALSO register for the course on NHI's website. Detailed instructions on the NHI registration process will be provided to all TP registered persons approximately two weeks prior to the first scheduled Web conference.

Target Audience:
Design, maintenance, and materials engineers, finance managers, programming personnel, management systems personnel, planners and materials engineers.

Special Materials:
Each participant must have their own computer and teleconference capability.
