General Information

Summary:
This course offers a comprehensive review of stormwater management concepts and design practices for highway applications. The primary focus of the course is the design procedures and acceptable stormwater best management practices that are described in PennDOT’s design manuals. Step-by-step instructions for completing an NPDES permit, including tips for developing a complete PCSM plan and narrative, are discussed in detail.

Learning Outcomes:
Upon completion of the course, participants will be able to:
1. Identify the significant hydrologic components of the water cycle that influence stormwater design.
2. Describe the significance of soil properties and the limiting conditions presented by certain geologic features.
3. Identify the stormwater design requirements for various types of projects per PennDOT’s Antidegradation and PCSM Policy.
4. Perform runoff calculations using the Rational equation and NRCS curve number methods.
5. Select the appropriate post-construction stormwater BMPs for managing a project’s runoff from PennDOT’s BMP Toolboxes.
6. Perform storage routing calculations for designing detention facilities.
7. Complete an NPDES Permit Application for Discharges Associated with Construction Activities.
8. Identify the required information and correct format of a PCSM plan and narrative.

Prerequisites:
Attendees must have an understanding of basic engineering concepts

Target Audience:
PennDOT and consultant project managers and design engineers who are responsible for the design, permitting, and scoping of projects involving stormwater management. The course is suitable for entry-level personnel and is a valuable refresher course for those with previous stormwater design experience. Project managers will gain valuable background on the NPDES permit process, how it relates to the new Antidegradation and PCSM Policy, and how it can impact the scope and schedule of a project.
